“Especialista em Proteção à Criança”Sob a supervisão do/a Diretor/a de Advocacia, o/a Especialista em Proteção à Criança terá a responsabilidade geral de realizar as atividades relacionadas aos programas do UNICEF Portugal sobre migração e proteção da criança. O foco é apoiar a sociedade civil e os intervenientes governamentais, prestando apoio técnico à assistência a crianças e famílias migrantes e refugiados em Portugal.

Purpose for the job:

Under the supervision of the Director of Advocacy, the Child Protection Specialist will hold the overall responsibility to carry out activities related to UNICEF Portugal programmes on migration and child protection. The focus is to support civil society and government stakeholders, providing technical support to assisting Child & Family migrants and refugees in Portugal.

Key responsibilities:

· Be the liaison person and the focal point to manage knowledge, information and coordinating UNICEF Portugal technical activities to civil society and government stakeholders, regarding technical assistance to support Child & Family migrants and refugees in Portugal;

· Mapping and collecting information on the situation of migrant/refugee children and their families in Portugal, to monitor the development, design, and management of UNICEF Portugal child protection related programmes/projects;

· Conduct a mapping of actors and their approaches to working with migrant/refugee children and their families in Portugal;

· Contribute to the development and establishment of sectoral programme goals, objectives, priorities, approaches, and results-based planning;

· Put in place a framework for monitoring results and accountability;

· Conduct regular programme field visits and organize participatory activities to exchange information with partners/stakeholders to assess progress and provide technical support; take appropriate action to resolve issues and/or refer to relevant officials for resolution;

· Report on critical issues, bottlenecks, and potential problems for timely action to achieve results;

· Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned;

· Through regular analysis and reflection, identify capacity, resource needs and gaps, responding in a timely manner through the 1) development of webinars, 2) facilitation of online and face-to-face trainings, 3) creation of tools and guidance, and 4) translation of documents to support the Child Protection Actors.

· Draft information materials for programme advocacy to promote awareness, establish partnership/alliances and support fund raising for child protection programmes.

To qualify as an advocate for every child you will have…

· A University Degree in Social Sciences, social work, human rights or another appropriate field; Master degree desired;

· Understanding Portuguese Educational and Social Services for Child and Family Refugees and Migrants is desirable;

· Excellency writing skills in Portuguese and in English for reporting, development of technical notes and materials;

· Fluency in both oral and written Portuguese and English is required;

· Experience delivering programmes to tight deadlines;

· Experience in training and facilitation; including development of training materials and resources;

· Analytical ability and adaptative capacity;

· Excellent diplomatic skills.
